Index of Repression

A transnational index of anti-Palestinian repression.

For too long, anti-Palestinian repression has been dismissed as incidental, exceptional and justified. The Index confirms what the movement has long known: it is multi-sited, institutionalised and systematic.

What is the Index?

One database, across borders

The Index of Repression documents verified incidents of legal, institutional and political repression against students, academics, workers, journalists, artists and organisers standing with Palestine. It was developed by ELSC and Forensic Architecture.

It traces how repression works across borders, institutions and sectors by identifying the actors, mechanisms and targets.

A transnational initiative

How the Index grew

01

Germany, 2025

The first iteration documented 766 verified incidents in Germany (2019–2025).

02

Britain, 2026

In February 2026, 356 new German incidents were added, with the first British dataset: 964 incidents.

03

Netherlands, next

The next iteration builds on this transnational effort in the Netherlands.

What makes it unique

Why the Index matters

First cross-sector dataset

The first to document how state and non-state actors coordinate multi-sited repression to isolate the movement.

Repression before October 2023

Spanning 2019–2026, it shows repression did not start in October 2023: it is structural and premeditated.

Patterns across countries

Tactics, from smears and censorship to prosecutions and dismissals, travel and adapt between countries.
